Elaine Dugger Shaw
Elaine practices company and governmental affairs law in Oakland, California, and is Of-Counsel to Plageman, Lund & Cannon, LLP, a full-service firm founded by former Thelen partner William Plageman specializing in business, real estate, civil litigation and estate planning law. Elaine graduated from the University of Michigan Law School, cum laude, in 1981, and is admitted to practice in California and Washington DC. Prior to entering the field of political activity law, she practiced corporate, commercial and public finance law for approximately twelve years in several international firms in San Francisco including Thelen Marrin, Greene Radovsky and Brown & Wood (now Sidley, Austin) and served as a law clerk at Cleary Gottlieb in Washington DC.
In the field of corporate law, Elaine offers a broad range of corporate legal services to corporations, limited liability companies, partnerships, joint ventures and tax-exempt organizations including securities law compliance, working capital and acquisition financings, debt and equity offerings, mergers and acquisitions, milestone events such as formation, recapitalization, reorganization and liquidation, and transactional tax matters. Elaine was selected to chair the Business Department Training Program at Thelen and has written on several corporate law topics, including International Regulation of Insider Trading, 1987 Columbia Business Law Review, 375.
In the field of governmental affairs law, Elaine offers a full range of services to companies, political action committees, political consultants, major donors, ballot measure committees, candidates, lobbying firms, trade associations and other advocacy groups under federal, state and local campaign, lobbying and tax law. In addition to counseling clients, Elaine offers in-house seminars to advocacy groups, companies and lobbying firms on campaign and lobbying law compliance topics, and writes extensively on the subject, including analysis of the new regulatory framework following the Supreme Court’s landmark decision in Citizens United. Elaine is a co-founder and director emeritus of the new Oakland Ballet Company, volunteers legal services to the Tri-Valley Haven, a shelter for domestic violence victims, and has served on the boards of, or provided pro bono legal services to, several other nonprofit organizations.
Elaine is a member of the Business and Public Law sections of the California State Bar Association, the California Political Attorneys Association and the Administrative Law section of the District of Columbia Bar Association.
